ORDINANCE NO. 136-122006: Amend Section of the General Code of Winnebago County
On this resolution I will be voting no. For a variety of reasons. First why do we have to have as many as incumbents running against each other as proposed under this plan.
This plan is not fair some districts are untouched while others are recreated to have incumbent against incumbent in April 2008 if both current Supervisors wanted to seek reelection.
I in the past have voted for greater reductions in Board size than two ( that was voted and passed by the Board in September) and believe the only fair cut of the Board size is to cut the Board size in half and to eliminate the "politics" in determining what incumbents may have to run against each other.
I also in the past have not voted for any supervisory district plan that would create "open" seats with no incumbent already in place. For some districts it has been difficult to find anyone to run for the Board this could happen again.
Also the districts plan being offered is not fair for it will create "open" districts eventhough right next to it will create a situation where one incumbent will have to run against another.
Yes my district is affected, it takes half of my district and combines with another ward to create a totally new and open district. I do not have to face another incumbent if I decide to run for reelection next April but half of my district is completely new. Why should current constituents have to have their third Supervisor in ten years.
