UW-CAMPUS SYSTEM- IS A NEW FUNDING SYSTEM NEEDED ?

As many of you know I feel that the UW-Center Campus system should have their own funding mechanisms. Much like that funds the Technical College System in the state of Wisconsin.

If all benefit from the UW-Campus system then all in the area should help fund the system. Below is the response that I received from Sen. Roessler about my inquiry to if and how such a funding system could be enacted in the state of Wisconsin. As for as the giving of the property the counties could lease or sell the buildings at a very cheap price. we gave the County Park in Winneconne to the Village of Winneconne for a $1.

If you agree with me at on this issue-- contact your state legislator to indicate that you think a new funding source for UW-Campus Schools is needed and enacted by the state legislator.

My staff contacted the nonpartisan Legislative Council regarding your question about changing the funding source for two year campuses to resemble the funding of technical colleges. State statute would need to direct counties, the state, or a new regional two year campus board to purchase the existing UW campus buildings. Some sort of regional board would need to be created, like the ones that exist for technical colleges. Additionally, some sort of funding mechanism would need to be created. If two year campuses were funded like technical colleges, the new two year campus board would hypothetically levy taxes. The state would then have to allocate funds, and tuition and fees would pay for the remaining costs. Property taxes would likely significantly increase since the state’s share of funding would shrink under this scenario and a new two year campus board would be levying another amount on your property taxes.

COUNTY BOARD SCHOLARSHIP BE NAMED "FORREST WEBER MEMORIAL SCHOLARSHIP "

I am trying to have the scholarship that the Winnebago County Board awards to one student at each of the high schools in Winnebago County be named the Forrest Weber Memorial Scholarship. Forrest Weber who passed away on December 31,2006 was a member of the Winnebago County Board of Supervisors and member of the Scholarship Committee.

The Scholarship Committee will meet on February 8,2007 at 3:15 PM at the Coughlin Building to discuss my proposal. If you like the idea attend the meeting or contact the committee members to have the idea move forward.

NEW ISSUE-REDUCING THE SIZE OF THE BOARD IN THE FUTURE AND A POLL

As many of may or may not know on January 15,2007 the Winnebago County Board Special Committee to Study the Size of the County Board Size decided to bring forth a resolution in the near future recommending the size of the County Board should be 28 after the next census.

I oppose this for two reasons. One for I do not think it right or legal to commit a future board to an action made by the County Board taken in 2007 which does not take in effect until April 2012. If that is so why cannot the Board decide its pay or how it gets paid in 2012 now or rules for the next board now.

The second reason would this circumvent the ability of the public to decide on the size of the County Board by way of referendum. I know many of my colleagues think this law should be off the books. I feel that it should be changed, the referendum can only come up once at the beginning( this case 2010) of the census/decade also the board can only be reduced by 1/2 of the size it was when the original statue was passed.

This allows the public their say in the matter, also take in the proper population/census date to create the districts/wards, would make sure there would be some limit in downsizing a county board. This approach would be fair to all concerned I believe.
