Why Electric Cars?
Electric cars are quieter, cleaner and cheaper to run than gas-powered cars. As to why they haven't been fully adopted yet - watch Who Killed the Electric Car? for the story.
Here, in a nutshell, are a few key benefits of electric cars:
1. Electricity is cheaper than gas, and can come from renewable resources such as solar and wind power.
2. Electric cars pollute less than gas-powered cars (especially when renewable energy sources are used to generate the electricity).
3. Electric cars are much more reliable and require less maintenance than gas-powered cars. You don't even need to get your quarterly oil change!
4. By using domestically-generated electricity rather than relying on foreign oil, we can achieve energy independence and will no longer need to engage in costly wars in the Middle East to secure an energy supply.
5. Electric cars can utilize the existing electric grid rather than require the development of a new, expensive energy infrastructure (as would be the case with hydrogen).

Although I agree with you, I think you need to know more about electric cars.
The first thing and probably the most important is that the electric car is NOT dead. Just not fully capable yet.
Some of the downfalls to the electric car is short range. The current capability for range is no more than 150 miles between charges. The EV1 that you mention is a GM product that has a top speed of 80mph and a range of 80 miles. The S10 version has a range of 45 miles. In addition, they are expensive. 10 years ago they were $30,000-40,000. Extremely expensive for that year (1998).
Electric technology has not gone away. It is being used everyday in hybrids. That is the main reason for them. It brings the electric technology and couples it with gas powered technology to get the power needed to keep the vehicle safe on the highway and gives it the range it needs to remain viable in the transportation industry.
More and more of the larger vehicles are going hybrid. Ford has offered it in the compact SUV (Escape) for a couple of years now. New for 2008, you can get the Malibu, Tahoe, Yukon, Lexus 600h, Mazda Tribute 2 & 4WD.
Coming soon; Cadillac Escalade, Chev Silverado, Chrysler Aspen, Dodge Durango, Ford Fusion, GMC Sierra, Mercury Milan, Ford Edge, Ford Five Hundred, Lincoln MKX, Mercury Montego, BMW X6, and Porche Cayenne.
As you can see, electric technology is not dead, just delayed. In the meantime, we need to be smarter about how we use our current vehicles and conserve fuel as much as possible because we know the only reason that fuel prices are so high is to make the oil companies richer. I know that I am driving much smarter than before. I only wish I could drive a smaller vehicle. With 4 kids, I need 6 seatbelts and that is not possible with all or most cars.

Also, just food for thought, Batteries are horrible for the environment. Electric cars batteries are not healthy to produce or dispose of.
